Navis Mater presents a new organization type for AI agents under human control
Stockholm, 27 October 2026. AI is rapidly changing how companies work, but many struggle to turn the technology into real business value. Analyses by McKinsey and Bain suggest that the challenge is not only technical but organizational. Now the Swedish company Navis Mater presents the Governed Agentic Organization (GAO), an organization type in which people and AI agents work together under verifiable governance.
GAO was created within Navis Mater by its founder and Chairman, Emanuel Lipschütz, and has been tested through Navis Mater’s own reference implementation. In a Governed Agentic Organization, AI agents can not only carry out individual tasks but also identify, allocate and coordinate work based on the organization’s goals. Each agent has a clear identity, a role and a bounded mandate. The work must be traceable, controls must be independently verifiable, and decisions that require human judgment must be escalated to an accountable human.
What sets this apart from traditional multi-agent systems is that the agents do not only perform predefined tasks. They can also identify and coordinate the work needed to reach the organization’s goals, within set mandates and under human accountability.
“We are moving from using AI as a tool to organizing work in which people and AI agents collaborate. As the number of agents grows, we must be able to govern what they are allowed to do, verify what they have actually done and know who is accountable. That is the challenge we are addressing with GAO,” says Emanuel Lipschütz, founder and CEO of Navis Mater.
Built on experience from critical IT infrastructure
Lipschütz has nearly 30 years of experience in cybersecurity and network infrastructure. Together with his colleagues, he has applied established security principles to an organization in which AI agents can work independently within defined mandates.
Navis Mater already uses its own reference implementation to develop, test and document how people and AI agents can coordinate work under verifiable governance.
“Getting AI agents to solve tasks is no longer the big challenge. The hard part is organizing the work so that many agents can collaborate, follow shared rules and deliver results that can be verified. We see great opportunities there for smaller expert organizations too,” says Daniel Dib, CTO of Navis Mater.
GAO is vendor-independent and designed so that governance holds even when AI models and technical platforms are replaced. Navis Mater describes the organization type, its operating model and its reference architecture in its published flagship white paper.
