About Navis Mater

We build companies and the governance that makes them strong

Europe needs to build more strong technology companies in cybersecurity, digital resilience and AI. That is where Navis Mater starts.

Our core conviction is that technological resilience takes more than products. It is built by combining technology, expertise, organization and long-term ownership.

We build, own and develop companies that solve real problems for organizations and society. Our model combines active ownership, applied research and development, and a way of working in which people and AI agents work together under clear governance.

The goal is not to replace people. The goal is to let small, experienced teams achieve considerably more without losing control, accountability or judgment.

The portfolio

From idea to company

Navis Mater is more than a holding company. We actively identify problems, develop solutions, test them in practice, and build or develop companies around what works.

  • Subsidiary

Cyber Defencely shows delivery, implementation and market presence in information security.

  • Subsidiary

A cyber resilience platform: assessment, risk and action in one flow.

  • Part-owned

NetSymphony shows how Navis Mater works with a product company that has a clear technical position and the potential to scale in a European market.

  • Part-owned

AceBit complements this by turning automation and network technology into design, hands-on implementation and operations.

Cyber Defencely and CyberResilient are our subsidiaries. We are part-owners of NetSymphony and AceBit.

Example: how CyberResilient came about

CyberResilient is a clear example of how the model can work, from idea to company. It began with a need Cyber Defencely saw in its client work, was developed through research and product work, and has since grown into a company of its own with a commercial platform.

  1. A need seen in client work
  2. Research and product work
  3. A company of its own

Together, the companies show different parts of the same model

  1. R&D
  2. Product development
  3. Implementation
  4. Commercialization
  5. Scaling

How we work

A new way of organizing work

At the same time, AI agents are changing how organizations can work.

When AI moves from answering questions to actually doing the work, it is not only the technology that changes. The organization has to change too.

The human role changes, but it does not disappear. It moves.

The work has three parts.
  1. First

    Intent

    Human

What is to be achieved, what may change, which other goals must be protected and where the work must stop.

  2. Then

    Execution

    People and AI agents

People and AI agents work within their mandates.

  3. Last

    Judgment

    Human

Testing whether the result matches what was intended, and making the decisions that cannot be delegated.

It is the middle that grows. There, the machines become faster and more capable every month.

Intent and judgment remain human, and they matter more the more that happens in the middle.

GAO

Governed Agentic Organization

The Governed Agentic Organization (GAO) grew out of that way of working.

Navis Mater is itself the reference implementation of GAO.

Navis Mater was founded by Emanuel Lipschütz after almost 30 years of work in cybersecurity, critical infrastructure and technology companies.

We work this way in our own operations, develop the approach through practical work, and intend to carry what works into our companies.

At the same time, the way of working must not depend on a single person.

A central part of our work is therefore to move capability, decision-making and ways of working from the founder to the team and the organization as a whole. Only when the approach works beyond the person who created it can it truly scale.

The flywheel

How value grows at Navis Mater

  1. R&D

We develop GAO and publish it.

  2. Our own operations

We test what works in practice and measure the results in our own operations.

  3. The portfolio

What holds up is meant to be carried into our portfolio companies and into our offer.

  4. Reinvestment

The results go back into new research and new companies.

↺ The cycle starts again

The ambition

Building European technology leaders

Navis Mater's ambition is bigger than building a group of smaller companies.

We want to help build European technology leaders in areas where Europe needs stronger capabilities of its own: cybersecurity, digital resilience, networks and the governance of agentic AI.

That takes both technology and organization.

  • Good products are not enough if the companies cannot scale.
  • AI agents are not enough if the organization cannot govern them.
  • Capital is not enough without the ability to turn it into products, customers and lasting businesses.

Navis Mater seeks to combine these parts.

  • We build companies.
  • We develop technology.
  • We develop the way organizations work.

And we do it with the ambition of building stronger European technological capability over time.

Investors

An active owner that compounds value two ways

Navis Mater builds, owns and invests in cybersecurity and resilience companies, and develops the Governed Agentic Organization (GAO), which it intends to carry over to them. Value is created both in the portfolio companies and through the shared way of working. Regulation such as NIS2, DORA and the EU AI Act increases the need for both cyber resilience and AI governance.

Questions and answers

What is Navis Mater?

Navis Mater AB is an active holding company with in-house R&D. We build, own and invest in cybersecurity and resilience companies, and develop the Governed Agentic Organization (GAO). The company was founded in 2025 and is based in Stockholm, Sweden, reg. no. 559537-7184.

Which companies are in the portfolio?

Four companies: Cyber Defencely (consulting and implementation in information security), CyberResilient (a cyber resilience platform), NetSymphony (one governed layer for enterprise networks) and AceBit (a network consultancy that designs, builds and runs automated networks). Cyber Defencely and CyberResilient are subsidiaries; in NetSymphony and AceBit we are part-owners.

What do you mean by active ownership?

We work closely with the companies on strategy and governance, and intend to carry what holds up in our own operations into them.
